« Zero waste » : the SNGRS announces a new offensive against the wild dumps in Haiti

Director General of SNGRS, Daryl Balthazar

Port-au-Prince, June 30, 2026.- Guest of the show Panel Magik on Magik 9, Tuesday, June 30, the Director General of the National Solid Waste Management Service (SNGRS), Daryl Balthazar, presented the first advances of the program « Zero waste « . Despite a very limited stock of equipment, he said that the institution had already started cleaning operations in several municipalities and was preparing a new waste collection system, while calling on citizens and local and regional authorities to mobilize collectively.

The Director General of SNGRS, Daryl Balthazar, acknowledges that waste management in Haiti continues to face significant material constraints. According to him, the institution currently has only a very limited number of functional compactor trucks, after several years of technical failures which have severely reduced response capacity.

Despite these difficulties, he ensures that the SNGRS teams continue their operations in the field through the determination of their employees. Cleaning campaigns have already been carried out in several metropolitan municipalities, including Delmas, Pétion-Ville, Port-au-Prince, Tabarre and Carrefour, as well as in several provincial cities, including Cap-Haitien, Ouanaminthe, Trou-du-Nord and Hinche.

At the heart of the programme « Zero waste « , the head of SNGRS announces the upcoming establishment of controlled and modern collection sites, designed to gradually replace wild dumps. The aim is also to transform waste management into a real economic opportunity, while improving public safety.

Daryl Balthazar recalls that the SNGRS has been responsible, since the decree of 21 September 2017, for regulating the entire waste management sector. As such, it invites all private collectors to register with the institution in order to carry out their activities within a legal framework.

The Director-General also stressed civic responsibility. It recalls that several legal provisions prohibit the deposit of garbage on public roads and calls on the municipal authorities to apply the legislation in force in order to combat illegal landfills.

Finally, he announced that a new regular waste collection programme would gradually be deployed in July, in partnership with town halls. The scheme provides for the return of collection circuits to neighbourhoods in order to provide households with an organized solution for the disposal of their waste and to reduce the proliferation of anarchic dumps.
