Social protection in Haiti: the government wants to guarantee sustainable financing of social programmes

Port-au-prince, June 30, 2026.- The Haitian government launched this Tuesday, June 30, a seminar dedicated to the budgetary institutionalization of the National Policy for Social Protection and Promotion (PNPPS). The aim is to integrate this policy into government planning and budget in a sustainable manner in order to ensure more stable funding for social programmes.

At the opening of work at the Karibe Hotel, the Minister of Social Affairs and Labour, Marc-Elie Nelson, recalled that the PNPPS, adopted in 2020, aims to reduce poverty and inequality while strengthening household resilience. He highlighted the achievements of the Klere Chimen programme, which focuses on cash transfers and family support, as well as those of the Multisectoral Emergency Programme for the Relief and Social Reintegration of Vulnerable Groups, which was presented as an experience of inter-institutional coordination and crisis response.

The Minister indicated that the findings of the study presented will be used to prepare the three-year Action Plan 2026-2029 of the PNPP. It will have to integrate a national social protection programme, strengthen the MAST Information System (SIMAST) as a reference social register and align social priorities with the State programme budget. He also stressed the need for collaboration between relevant ministries, social security agencies and technical and financial partners to ensure sustainable financing.

At the end of this seminar, the various actors are called upon to define a common roadmap for the sustainable inclusion of social protection in the budgetary priorities of the State. The government intends to make the PNPPS a permanent reference framework for the financing and coordination of social policies in Haiti.
