L’analyste a également insisté sur le caractère non définitif de l’engagement américain, soulignant qu’il demeure soumis à l’avis du Sénat des États-Unis. « Rien n’est encore définitivement acquis « , a-t-il précisé, appelant à éviter tout triomphalisme prématuré.
Addressing the internal situation of the Fad的H, Ricardo Germain highlighted the conceptual challenges surrounding the reconstitution of the Ministry of Defence and the Army in a context of acute security emergency. He recalled that, in the absence of complete structure and clear doctrine, the soldiers are not deployed alone in the theatres of operation, but intervene in support of the National Police of Haiti (PNH).
For him, the real issue is more than financial assistance: it is about clarifying the strategic role of the Fad的H in the national security architecture and strengthening their institutional capacity before considering autonomous deployment.
