Social networks: France forbids access to children under 15, Haiti still late

 

Haiti remains far from strict regulation of access to social networks for minors. According to the Digital 2026: Haiti report, published by DataReport, there were about 4.69 million Internet users and about 2.95 million social network users by the end of 2025. However, the country does not yet have such a structured framework for children's access to digital platforms. The protection of minors online, age verification and digital education are thus major challenges for the Haitian authorities.

In France, on Tuesday 21 July 2026, Parliament finally adopted a bill to prohibit access to social networks for children under the age of 15. Supported by President Emmanuel Macron, the measure includes the introduction of age verification mechanisms by the platforms and the closure of existing accounts of the users concerned. The French Government wishes it to enter into force on 1 September 2026 on the occasion of the school year, subject to the examination of the Constitutional Council.

The French decision thus opens a reflection on the ability of Haiti to better protect minors in the digital space. With access to the Internet still uneven and digital regulatory mechanisms to be strengthened, the country does not yet have the same technical and institutional tools to implement a similar measure. Before considering a ban on social networks for children under the age of 15, Haiti should, inter alia, strengthen its legal framework, develop digital education and implement a genuine national policy for the protection of children online.
