1,192 new police graduates: major reinforcement for the HNP, but questions persist on training

Port-au-Prince, May 29, 2026.- Prime Minister Alix Didier Fils-Aimé presided this Friday at the graduation ceremony of the 36th promotion of the National Police of Haiti (PNH), marking the integration of 1,192 new police officers, including 238 women. This second cohort of the P4000+ programme aims to strengthen the operational capabilities of the security forces in a context of increased combat against armed groups. However, this new wave of recruits also raises questions among the population about the duration and quality of the training received.

Meeting at the National Police School in Route de Frères, Petion-Ville, the 1,192 new agents officially joined the PNH at a ceremony chaired by the Head of Government, also President of the Supreme Council of the National Police (CSPN).

In his speech, Prime Minister Alix Didier Fils-Aimé reaffirmed the policy of « zero tolerance » His Government's commitment to armed groups, while renewing its commitment to the restoration of security throughout the national territory. He also paid tribute to the officers who had fallen in the course of their duties.

The Government considers this to be an important step towards restoring stability, reviving public institutions and organizing free, fair and credible general elections.

However, beyond increasing numbers, several citizens on social networks continue to question the actual duration of the training provided to new recruits and their level of preparedness for the magnitude of the current security challenges. These concerns had already been raised at the graduation of the 35th promotion, consisting of 877 new police officers from the first cohort of the P4000 program, graduated on January 23, 2026. Some observers believe that accelerated training, implemented to respond to the security emergency, could affect the quality of coaching and operational skills of new officers.

Despite these questions, the authorities maintain that the rapid expansion of the force remains a necessity in the face of the deteriorating security climate and the objective of regaining control over the territories under the influence of armed groups.
