Cap-Haitien, August 4, 2026.- The National Civil Aviation Office (OFNAC) inaugurated, on Monday, August 3, 2026, a new office of the Passenger Protection and Claims Resolution Service (SPPR) at Cap-Haitien International Airport. This structure aims to protect the rights of travellers by dealing directly with complaints relating to delays, flight cancellations, denied boarding and baggage problems, in accordance with Regulation No 001 published in February 2026.
This new physical space reinforces the activities of the SPPR, already present in the Northern Department since October 2025, but without dedicated premises. According to the departmental coordinator of OFNAC, Henold Joseph, and the head of the office, Marthe Gerome, the aim is to provide proximity support to air transport users and to facilitate the processing of complaints to companies. This approach is consistent with Haiti's international commitments, including those arising from the Chicago and Montreal conventions.
The opening of this office takes place in a context marked by numerous complaints from travellers about recurring disruptions of flights and a lack of coverage by some carriers. Last week, the departmental delegate of the North, Marc Présumé, drew the government's attention to this situation, leading Prime Minister Alix Didier Fils-Aimé to seize the authorities concerned, including the Ministry of Public Works, Transport and Communications (MTPTC), the National Airport Authority (NAA) and OFNAC.
With the support of OFNAC's Directorate-General and the collaboration of AAN, the SPPR officers now have a framework adapted to the performance of their mission. It is hoped that this mechanism will help to reduce case processing delays and improve relations between airlines and passengers travelling through the main airport in the North.
