Port-au-prince, July 7, 2026.- The Force de répression des gangs (FRG) has a road map with measurable objectives and a clear timetable to assess its progress in the fight against armed groups in Haiti. The strategy, presented to the UN Security Council, is expected to achieve results by 30 September 2028.
The FRG intends to focus its efforts on three priorities: reducing and dismantling the territorial control of gangs, securing the country's strategic infrastructure and strengthening the capacities of Haitian institutions. According to his special representative, Jack Christofides, the operations will be conducted on the basis of intelligence, in coordination with the National Police of Haiti (PNH) and the Armed Forces of Haiti (FAd的H). The performance of the mission will be assessed on the basis of specific indicators, including the number of arrests, weapons seized, dismantled dams and patrols.
The report also identifies three priority areas of intervention: the department of the West, where gangs control a large part of Port-au-Prince, Artibonite, because of its agricultural importance, and the Centre, considered a strategic axis to curb the movements of armed groups. The FRG estimates that it will have to reach its full complement of 5,550 members to conduct large-scale operations. However, the deadline set for September 2028 does not aim at a total stabilization of the country, but at the creation of minimum security conditions allowing the Haitian authorities to gradually regain control of the situation.
With this strategy, the FRG has for the first time a framework for action based on verifiable objectives and a defined timetable. The next few years will measure whether this approach produces concrete results in a context where insecurity remains one of the main challenges facing Haiti.
