Jacmel, 24 March 2026.- Faced with the rise of land insecurity in the south-east, the departmental authorities brought together the main institutions concerned in order to adopt concrete measures. Major decisions include the creation of a « task force » and strengthening professional responsibilities to combat illegal land-related practices.
At the initiative of the South-East department delegation, an important meeting was held in Jacmel on the issue of land insecurity, which has become a concern in several communes of the department. The event brought together representatives of the town hall, the police, the judiciary, the DGI, the OPC, the Jacmel Bar, as well as notaries, surveyors, the ONACA and religious authorities.
The main objective of the meeting was to analyse the phenomenon of land theft and land conflicts, and to identify concrete solutions to deal with them.
Departmental delegate, Pierre Michel Lafontant, said several steps had already been taken to improve the situation. In particular, it announced the establishment of a « taks force « to better regulate land transactions and to limit property-related abuse and fraud.
For their part, the notaries, represented by Marie Carmelle Beaulieu, responsible for their association, assured their commitment to this struggle. She recalled that any citizen may lodge a complaint against a notary with the association until the case has been referred to the court.
For his part, the Bar Association of Jacmel, Agella Ternela, insisted on the duty of lawyers to exercise their profession in strict compliance with the law. She warned that the bar will not hesitate to punish any lawyer involved in irregular practices, especially in cases of proven complaints.
The authorities also appealed to the public, calling on the authorities to report any acts of spoliation or land fraud to the relevant institutions.
This meeting marks a first step towards better coordination between the actors concerned, with the aim of restoring order and transparency in land management in the South-East Department.
