Haiti takes the lead in a strategic committee of the ACS and strengthens its regional influence

Panama, 22 June 2026.- Meeting in Panama within the framework of the 31st Meeting of the Council of Ministers of the Association of Caribbean States (ACS), the Republic of Haiti was elected Chairman of the Special Committee on Cooperation and Resource Mobilization for the period 2026-2027. This designation reflects Member States' confidence in Haiti and opens up new opportunities for the promotion of national priorities for cooperation, humanitarian assistance and development.

Haitian diplomacy is making significant progress on the regional scene. On the occasion of the 31st Meeting of the Council of Ministers of the Association of Caribbean States (ACS), held in Panama, Haiti was elected to chair the Special Committee on Cooperation and Resource Mobilization for the financial period 2026-2027. The information was confirmed by a communiqué issued by the Ministry of Planning and External Cooperation on 21 June.

This election constitutes a sign of confidence of the member States of the organization towards the Republic of Haiti. It also reflects the efforts of Foreign and Religious Minister Raina Forbin in active diplomacy to strengthen the country's presence in regional and international forums.

The Haitian candidacy was carried out by the Ministry of Planning and External Cooperation (MPCE), under the direction of Minister Sandra Paulemon, with the support of the Directorate of External Cooperation headed by Yvrose Guerrier. This was supported by the Department of Foreign Affairs.

This election takes place in a particularly favourable context for Haiti, marked by the approval of the Regional Action Plan for the Coordination of Humanitarian Assistance and Development Cooperation of Haiti by the Council of Ministers of the AEC. This document sets out the strategic directions for regional cooperation in favour of the country and will have to be implemented in addition to the National Programme for Stabilization, Economic, Social and Territorial Recovery (PNSREST).

By assuming the presidency of this strategic committee, Haiti will have a privileged space to defend its development priorities, mobilize more resources and strengthen mechanisms for cooperation with the countries of the Greater Caribbean.

This new responsibility is in keeping with Haiti's commitment to the ACS, while the country was already the Vice-Chair of the Special Committee on Cooperation and Resource Mobilization during the 2025-2026 financial period.
