Port-au-Prince, January 28, 2026.- The Provisional Electoral Council (CEP) and the National Electoral Institute (INE) of Mexico signed a Memorandum of Understanding on Wednesday, January 28, to strengthen electoral cooperation between the two institutions. This technical partnership aims in particular at improving the institutional capacity of the CEP, modernising the electoral register and increasing the integration of technologies in the organisation of elections.
An important step has been taken in strengthening the Haitian electoral system. On 28 January 2026, the Provisional Electoral Council (CEP) and the National Electoral Institute (INE) of Mexico formalized a memorandum of understanding to launch a technical partnership focusing on sharing expertise and building electoral capacity.
The agreement was initialled by the President of the CEP, Jacques Desrosiers, and the Mexican Ambassador accredited to Haiti, José de Jesús Cisneros Chávez, in the presence of electoral advisers and institutional representatives. It covers a number of key areas, including the training of electoral operators, the management and updating of the electoral register, and the use of technologies in election administration.
Under the terms of the protocol, both institutions undertake to exchange information, experiences and good practices in a spirit of mutual respect and mutual enrichment. The objective is to strengthen the credibility and effectiveness of the electoral process in Haiti, at a crucial time for the return to constitutional order.
At the ceremony, the Mexican Ambassador expressed his conviction that such cooperation would contribute to the implementation of the CEP's electoral calendar, stressing that the organization of credible elections was a crucial step for the country's political stability.
For his part, Jacques Desrosiers welcomed an agreement which he considers to be a clear demonstration of the joint commitment of the two institutions to modernise the electoral administration. He also stressed the importance of citizen participation, recalling that the voter turnout rate in Mexico regularly exceeds 60 per cent, a key indicator of democratic confidence.
Through this partnership, the CEP intends to consolidate its institutional practices and enhance the transparency of the electoral process, in order to ensure that every vote counts.
