Haiti: The Government relies on performance with the launch of the UEP strengthening programme

Port-au-Prince, June 15, 2026.- The Haitian Government, through the Ministry of Planning and External Cooperation (MPCE), officially launched on June 15 a capacity-building programme of the Study and Programming Units (UEP). This initiative aims to modernize public administration, improve the quality of public policies and strengthen results-based management in the context of institutional reform.

In Port-au-Prince, the Government officially launched a strategic programme to strengthen the skills of the staff of the Study and Programming Units (UEP). Representing Prime Minister Alix Didier Fils-Aimé, the Chief of Cabinet, Mr Axène Joseph, stressed the importance of this reform in the process of modernization of the Haitian state.

According to the authorities, this programme is part of a dynamic of institutional recovery and confidence-building between the State and citizens. It is based on the idea that public performance depends primarily on the quality of human resources and the strength of institutions.

The training programme will provide PEU leaders with advanced tools for analysis, planning, monitoring and evaluation of public policies. It has three main objectives: to strengthen results-based management, to improve coordination among government sectors, and to develop forecasting capabilities in response to economic, climate and security challenges.

On behalf of the Prime Minister, the Chief of Staff reaffirmed the Government's commitment to building a more efficient and responsive administration. He encouraged participants to be rigorous, innovative and committed to public policy implementation.

In launching this programme, the Government intends to invest in the modernization of the State and the development of skills, considered as essential levers for the stability and sustainable development of Haiti.
