Strike of Haitian clerks: derisory wages, stark shortage and accusations at MJSP

On strike from 9 to 12 February 2026, Haitian clerks denounce insufficient wages, inequalities within the judicial system and a serious shortage of staff in several jurisdictions. Mr. Martin Ainé, President of ANAGH, also accuses the Ministry of Justice of blocking appointments signed for nearly a year.

Speaking at Panel Magik on Magik9, this Wednesday, February 11, 2026, Mr. Martin Ainé revealed that a clerk near a court of first instance receives a gross monthly salary of 45,000 gourdes, including 20,000 gourdes. After tax deductions, she would only have about 37,000 gourdes left. He also denounced wage disparities, claiming that a bailiff near a court of first instance would earn more than a public prosecutor at the Court of Appeal.

The president of the National Association of Haitian Registrars (ANAGH) made an alarming finding of the situation in several jurisdictions: absence of a clerk in the court of first instance of Aquinas, persistent deficiencies in Jacmel despite new appointments, and in Gonaïves, a single octagenary clerk to serve three chambers of inquiry. According to him, these difficulties result from a « boycott » within the Department of Justice and Public Safety (DOJSP), where letters of appointment signed since March 2025 have not yet been followed up.

In addition, Mr. Ainé denounced the presence of Mrs. Paulemon, presented as a receptionist to the court of first instance, whom he accused of usurping the title of clerk. He called on the chief prosecutor, or even the government commissioner, to intervene to regularize the situation.

The main purpose of the ongoing strike is to require payment of unpaid premiums, following several unanswered actions with the MJSP. The Registrars intend to exert pressure to obtain satisfaction and warn about the fragility of the functioning of the judiciary.
