It stresses the need for a comprehensive strategy combining logistics, alternatives for young people and the sustainable strengthening of national forces, while welcoming the experience of Chadian contingents expected on the ground.

Selon lui, au-delà du nombre de soldats mobilisés, le succès de cette force dépend avant tout de solides préparations logistiques et d’un environnement stratégique adapté. Il met en garde contre une vision strictement sécuritaire de la mission. « La réponse ne peut pas être uniquement répressive « , a-t-il soutenu, plaidant pour des mécanismes d’accompagnement destinés aux jeunes désireux de quitter les groupes armés.
Jean-Marie Théodat also insists on the need to tackle arms supply chains, which he considers a central lever in the fight against insecurity. Without targeted action on these networks, any military intervention is likely to produce limited results.
The academic also calls for a fundamental reflection on the reconstruction of the national security forces. For him, only the establishment of strong and sustainable institutions will ensure the long-term stability of the Haitian state, beyond ad hoc interventions.
With regard to Chadian contingents called upon to join the FRG, Théodat highlights their experience and preparation for combat. He recalls that these soldiers come from a country with a long military tradition, including clashes with Libya and participation in several international operations alongside Western powers.
While they represent an operational asset, their effectiveness will depend on their integration into a coherent overall strategy, combining security, prevention and institutional reconstruction.
