Election Order: When the taxpayer pays twice, to decide and correct

committed from 23 to 30 August with several recognized political groups and parties, the Government acknowledges the existence of technical, operational and legal difficulties in the implementation of the electoral process.

Among the problems raised were the shortcomings of the 30 000-member online registration system, the lack of awareness among voters, the presumptions of irregularities in the registration of party members, the phase-out between the decree and the electoral calendar, and the difficulties associated with the application of article 153 concerning the deadlines for the preparation of candidature files. Government neutrality and security conditions are also among the concerns expressed.

After receiving these complaints, the Prime Minister wrote to the Provisional Electoral Council before meeting with its members on Monday, 31 August, asking them to provide answers to the issues raised. This new stage gives the image of a process which must now resolve certain difficulties which arose after the decree was published. A situation which poses a real problem of public governance: the taxpayer's resources are used first to design and implement an electoral system, before being mobilized again to correct its shortcomings.
