Multidimensional crisis in Cap-Haitien: the city under extreme pressure

 

Cap-Haitien, April 30, 2026.- The security degradation in Port-au-Prince is driving many people to flee the capital to Cap-Haitien, now the country's main entry point. This accelerated migration leads to overpopulation, anarchic urbanization and worrying deforestation, while authorities struggle to respond to infrastructure and environmental emergencies.

For several weeks, Cap-Haitien has been facing increasing demographic pressure, a direct consequence of the continuing insecurity in Port-au-Prince, especially around the Toussaint Louverture airport. Considered to be a relatively more stable area, the northern city is attracting more and more internally displaced people seeking security and opportunities.

But this massive influx quickly changes the urban landscape. People are cutting down trees to build precarious housing for rent, aggravating deforestation and exposing the city to serious environmental risks, especially during periods of heavy rain.

Already weakened by poorly planned urbanization, the city is now experiencing worrying saturation. Since 27 April, protest movements have been denouncing the critical state of roads, unsanitary and obstructing drainage canals, aggravating factors of recurrent flooding.

Meanwhile, in the North-West, especially in Port-de-Peix, recent rains have caused the death of at least 12 people, rekindling the anger of the inhabitants in the face of what they perceive as an abandonment of the authorities. The cancellation of the relocation of the Minister of Public Works, Joseph Almathe Pierre-Louis, accentuated this sense of frustration.

In response to this situation, the government announces the deployment of an interministerial mission to the North to assess the damage and propose responses. However, for many observers, only a structural approach combining security, land-use planning and environmental management can curb this multidimensional crisis.
