USD 542.6 million to secure borders: Court of Auditors validates contract

 

Port-au-Prince, February 25, 2026.- The Superior Court of Accounts and Administrative Litigation (CSCCA) has approved a contract of $542,634,238 between the Haitian State and Evergreen Trading System Limited in order to strengthen border security, modernize customs and increase tax revenues. The project, scheduled for 10 years, is expected to start within a month.

Signed by the Ministry of Economy and Finance (MEF), the Ministry of Justice and Public Security (MJSP), the Ministry of the Interior (MICT) and the Ministry of Defence (MD), the contract aims to improve border control and the fight against smuggling, tax fraud and transnational crime. The news was relayed by Le Nouvelliste on Tuesday, 24 February.

Prime Minister Alix Didier Fils-Aimé confirmed the approval of the text, stating that the first phase will focus on controlling the values and quality of goods at border crossings, a mechanism designed to increase customs revenues.

A total of USD 542.6 million will be financed mainly by the private provider. The State will contribute USD 13.6 million for mobilisation costs. The duration is set at 10 years, including two years of implementation and eight years of operation.

The device provides for the installation of scanners at major ports and border crossings, as well as the use of drones, satellites and helicopters. It also includes the modernisation of immigration services and the rehabilitation of customs infrastructure.
