Port-au-Prince, February 7, 2026.- February 7, a highly symbolic date in Haitian political history, the outgoing President of the Transitional Presidential Council (CPT), Laurent Saint-Cyr, delivered a closing speech with a call for national unity, the continuity of the state and the holding of elections. As a result, the head of government, Alix Didier Fils-Aimé, who was called upon to take over the country, reaffirmed the executive's commitment to act with respect for the institutions and the best interests of the nation. A Council of Ministers is scheduled for the day, followed by an address to the Prime Minister's Nation.

In a dense and solemn speech, Laurent Saint-Cyr recalled the historic significance of February 7, an emblematic date of the democratic struggles in Haiti. Turning to decades of political crises, coups d'état, forced exiles and institutional weakening, the outgoing President of the CPT stressed that the transition begun in 2024 was primarily aimed at avoiding the complete collapse of the state.
He defended the establishment of the Transitional Presidential Council as a difficult but necessary exercise, characterized by the search for consensus, the management of internal and external pressures, and the priority given to security and the electoral process.
While acknowledging the limitations and frustrations, Laurent Saint-Cyr stressed the progress made, including a more favourable security dynamic, the strengthening of the operations of the National Police and the resumption of control over certain strategic areas.
The outgoing President also made a strong appeal to youth, civil society and political actors to move beyond divisions, focus on national interest and prepare for the emergence of a new responsible ruling class committed to civic life and state reconstruction.

Based on Article 28.1 of the decree of May 2024 governing the CPT, the Prime Minister announced that the government he is leading will take over, with the firm intention of exercising the executive prerogatives in strict respect for the republican institutions and the best interests of the nation.
He reiterated that the priorities remain unchanged: security, governance, political dialogue and elections, in a fragile but hopeful national context.
A crucial day for transition
A Council of Ministers is planned during the day, marking the operational start of the new governance phase. The Prime Minister is expected to address the nation at the end of the day, a much-anticipated speech that should clarify the immediate political directions and next steps in the transition.
