In an open letter to the new Director-General of the Anti-Corruption Unit (ULCC), Goethie Varnelle Morency, on Tuesday, July 7, 2026, the National Anti-Corruption Observatory (ONLCC) welcomes his appointment and urges him to revitalize an institution which he considers weakened.
Ms. Morency was the first woman to lead the ULCC and stressed that her assumption of office took place in a context marked by controversy and the reduction of the institution's prerogatives since the Decree on the High Court of Justice of December 2025.
The organisation reiterates its call for an independent ULCC with budgetary autonomy, institutional guarantees and a clear mandate. She also called on the new Executive Director to strengthen collaboration with civil society in order to increase the effectiveness of the fight against corruption. It concludes by wishing Goethie Varnelle Morency every success in her mission to restore the credibility and effectiveness of the ULCC.
