Port-au-prince, July 17, 2026.- The Office d'Insurance Accidents du Travail, Maladie et Maternité (OFATMA) presented its new scale of care on Thursday 16 July at a ceremony at the Karibe Hotel in Petion-Ville. Based on an actuarial and technical study, the reform aims to adapt the coverage of insured persons to the realities of the health system. However, its application remains conditional on the adoption of a legislative or regulatory act.
In front of government officials, social security officials, representatives of health institutions and the media, the Director General of OFATMA, Vikerson Garnier, said that this new scale is a governance instrument designed to improve the functioning of the health insurance scheme. According to the institution's officials, the new parameters were established on the basis of a study analysing the costs of medical benefits, patterns of care consumption, the evolution of health expenditure, the Agency's financial data and the risks that could affect the system's balance. The aim is to reconcile better care for insured persons with the financial viability of the institution.
However, OFATMA officials indicated that this presentation opens a phase of consultation with the institutions that have agreed to collect their comments before the final adoption of the scheme. The Chief of Staff, Abel Descolines, recalled that the scale could only be implemented after a legislative or regulatory act had been published. The present authorities, including the Minister of Social Affairs and Labour, Marc-Elie Nelson, have stressed that this reform is based on technical and actuarial bases aimed at modernizing the social protection system and improving access to care for insured persons.
At the end of this presentation, OFATMA will consult with health institutions in order to obtain their comments on the new scale of care. The institution specifies that the reform will only have its effect after the adoption of the required legal or regulatory provisions, a step deemed necessary before it enters into force throughout the national territory.
