MAEC accelerates digital transformation of consular services for the benefit of the Haitian diaspora

The Ministry of Foreign Affairs and Religious Affairs (MAEC) continues to modernize consular services by strengthening its collaboration with the National Identification Office (ONI) and the Haitian Institute of Statistics and Informatics (IHSI). Meeting on 22 July, around Minister Raina Forbin, the heads of these institutions, as well as several diplomatic representatives, including those of the United States, discussed mechanisms to improve access of the Haitian diaspora to identification services and key official documents.

At the heart of the discussions is the establishment of a secure digital platform based on the interoperability of state databases. This project aims to simplify the procedures related to the National Identification Card (NIC), the Single National Identification Number (UNID) and the police certificate, while reducing processing times and enhancing the reliability of digital public services for Haitian citizens living abroad.

The authorities are also working to launch, as early as September 2026, a national identification card production and distribution centre in the United States, an initiative to bring consular services closer to the Haitian diaspora. According to the MAEC, this project should also support the future diaspora voting pilot project and be part of a strategy for digital transformation, electronic governance, modernization of public administration and strengthening of administrative services for Haitians living abroad.
