Port-au-Prince, February 23, 2026.- Published in the official newspaper Le Moniteur and presented this Monday, February 23, 2026, the National Pact for Stability and the Organisation of Elections, signed by several political parties and civil society organizations, marks a new stage in the exit from the transition. In front of the diplomatic corps and members of the government, Prime Minister Alix Didier Fils-Aimé greeted « a historic commitment » for stability and the return to democratic order.
In the context of a continuing security crisis, institutional deadlock and prolonged transition, this 27-article document is intended as a consensual political framework for restoring confidence and preparing for credible elections. The presentation ceremony brought together representatives of parties, civil society organizations and members of the diplomatic corps, a sign of increased support for the initiative.
In his speech, the Head of Government stressed the symbolic and political significance of the agreement. According to him, this pact does not erase ideological differences, but imposes a priority: placing the best interests of the nation above partisan calculations. He presented it as a lever for « breaking the crisis cycle » and ensure the orderly end of the transition.
The Prime Minister has articulated his vision around three main areas: strengthening security, the economic recovery that creates opportunities for youth, and the integrity of the electoral process. He assured that the government was committed to scrupulously respecting the popular vote in order to consolidate the social peace and legitimacy of the future elected authorities.
Qualifié de « ciment de la stabilité « , le Pacte national engage moralement et politiquement ses signataires. Reste désormais à traduire cet engagement en actes concrets, dans un environnement où la méfiance politique et l’insécurité continuent de peser lourdement sur la gouvernance.
