Public governance: DIE deploys national training on its new electronic payment system

In a dynamic of modernization and good governance, the Directorate of Immigration and Emigration (DIE) has launched an ambitious training programme on petty cash management mechanisms and the implementation of a new electronic payment system. This initiative, supported by the Superior Court of Auditors, targets the heads of regional centres throughout the country, while integrating into an extensive administrative reform project. In parallel, the DIE conducted a mission to the Dominican Republic to improve access to passport services for Haitians in difficult situations.

The Directorate of Immigration and Emigration (DIE), in partnership with the Superior Court of Accounts and Administrative Litigation (CSCCA), officially launched a training programme on Monday, June 16, in Pétion-Ville, focusing on petty cash management and the use of a new electronic payment system. This training, held at the Hotel El Rancho, marks the starting point of a national tour that successively touches strategic areas of the country.

The Director-General of the DIE, Jean Antoine Simon Fénelon, who spoke on this occasion, stressed that this initiative is part of a firm desire to strengthen transparency and rigour in the management of public resources within the DIE. It focuses on Regional Centre and Office Managers to ensure better administrative coordination and sound management of public funds.

After the first stage in the West, the formation continued in the Great North, specifically in North Trou, where it brought together the heads of the departments of North, North-East, North-West, Artibonite and Central. An extension was carried out in the Great South on 26 and 27 June. The CSCCA makes its trainers available to the DIE until the end of this process.

In parallel with this internal initiative, the DIE also conducted an evaluation mission to the Dominican Republic from 10 to 14 June 2025. On instructions from the Minister of Interior and Territorial Communities, Mr. Paul Antoine Bien-Aimé, a delegation visited several Haitian consulates (Dajabón, Santiago, Higuey) and the Embassy of Haiti in Santo Domingo. Objective: to identify obstacles to obtaining passports for Haitians in vulnerable situations and to propose concrete solutions.

At the end of the mission, four main measures were adopted:

1. Installation of fixed and mobile digital posts capable of processing 80 passport applications per day;

2. The deployment of mobile units in areas of high concentration of Haitian nationals;

3. The creation of an online complaint cell for better follow-up between consulates and the central passport unit;

4. The development of a secure administrative protocol for the transfer of outstanding files to the Central Bureau of the IED.

These actions aim not only to improve access to travel documents for Haitian citizens abroad, but also to create an effective, fair and modern public service culture.

The Directorate of Immigration and Emigration, under the leadership of Director Fénelon, affirms its will to transform the institution through a series of concrete actions, combining digitalization, continuous training and reform of administrative governance. An approach welcomed by institutional partners and crucial for the recovery of the Haitian state apparatus.
