Elections: Delegated Minister Joseph André Gracien Jean announces major advances in the electoral process

Port-au-Prince, December 2, 2025.– At the 29th edition of the Nation's Tuesdays, held at the Primature on Tuesday, the Delegate Minister for Electoral Affairs, Joseph André Gracien Jean, presented the main progress made in the preparations for the next general elections, marking an important step towards the return to constitutional order.

Speaking on behalf of the Government and in accordance with the Agreement of 3 April 2024, the Minister recalled the commitment of Prime Minister Alix Didier Fils-Aimé to credible elections. In particular, the Council of Ministers adopted the new electoral decree on 1 December, which was considered a decisive milestone for the modernization and renewal of the electoral system.

Among the major innovations introduced by the decree are the obligation to guarantee 50 per cent of women in decision-making positions, the updating of the electoral register by the CEP, the decentralization of the tabulation centre in the ten departments, the participation of the diaspora in the elections and the recruitment of members of polling stations from, inter alia, NS4 students and civil society.

Joseph André Gracien Jean also praised the capacity-building efforts of political parties, led by the Primature. More than 100 parties are already participating in training sessions in several departments, in order to promote better ownership of electoral rules and responsible participation in the process.

In conclusion, the Minister reaffirmed the commitment of the Government and the Transitional Presidential Council (CPT) to create a stable security environment, a prerequisite for the rapid holding of general elections. He ensured that all relevant institutions remained mobilized to ensure a transparent, inclusive and constitutionally compliant electoral process.
