Haiti-Cuba cooperation: the National Directorate of Potable Water and Sanitation strengthens its strategic partnership

Pétion-Ville, February 14, 2026.- The Director General of DINEPA, Théophil Ostinvil, conducted this 12 February 2026, a courtesy visit to the Embassy of the Republic of Cuba in Haiti, where he was received by Ambassador Ricardo Garcia Nápoles. Discussions focused on strengthening bilateral cooperation in the drinking water and sanitation sector, including through a future training plan for Haitian managers.

During this meeting, both sides reviewed the achievements of the historic partnership between Haiti and Cuba in the field of Potable Water and Sanitation (EPA). Emphasis has been placed on strategic directions for sustainable improvement of access to water and sanitation services across the country.

Among the main perspectives mentioned is the establishment of a capacity building plan for DINEPA technical frameworks, with the support of Cuban expertise. This initiative is part of a dynamic of institutional consolidation and modernization of water-related public services.

The meeting also provided an update on some administrative issues relating to the ongoing collaboration between DINEPA and Cuban experts involved in the sector.

Through this visit, the Directorate-General of DINEPA reaffirms its determination to consolidate technical and institutional partnerships capable of supporting national efforts to access safe drinking water and sanitation for the benefit of Haitian people.
